Portugal stands out as one of the EU’s largest consumers of tuna, with a strong preference for both canned and fresh/frozen varieties. The country’s tuna canning industry has deep historical roots, dating back to the 19th century, particularly in coastal areas like Vila Real de Santo António. To meet domestic processing demand, Portugal depends heavily on imported skipjack and yellowfin tuna loins as essential raw materials. This long-standing tradition has shaped Portugal into a major hub for tuna processing in Europe, making it a crucial destination for suppliers of high-quality raw tuna materials like Vietnam.
Against this backdrop, Vietnam’s tuna exports to Portugal have experienced outstanding growth. According to data from VASEP, export turnover in 2024 jumped by 353% compared to 2023. This upward trend has continued into 2025, with the first quarter seeing a further 313% increase, reaching over USD 1.6 million in value.

Vietnam has emerged as a key player in Portugal’s tuna import market, becoming the second-largest non-EU supplier, after Ecuador, in the first three months of 2025. Vietnam’s tuna products, particularly frozen steamed tuna loins and frozen tuna fillets/loins that are in high demand. In fact, in 2024, frozen steamed tuna loins alone accounted for more than 81% of the total export value from Vietnam to Portugal, based on data from Vietnam Customs.
A significant driver of this export momentum is the EU-Vietnam Free Trade Agreement (EVFTA), which has helped reduce trade barriers and enhance cooperation between the two countries. Vietnamese tuna is now increasingly favored thanks to competitive pricing, quality assurance, and sustainability efforts.
